การแก้ไขปัญหาความยากจนโดยใช้หลักปรัชญาเศรษฐกิจพอเพียง Problem Resolution on Poverty in Accordance with His Majesty’s Sufficiency Economy Philosophy

Abstract

การแก้ไขปัญหาความยากจนของประเทศไทยเป็นปัญหาระดับประเทศที่สะสมมานานในสังคมไทย จนเป็นปัญหาสำคัญ ต่อความยั่งยืนของการพัฒนาประเทศ จึงได้มีความพยายามในการแก้ไขปัญหาความยากจน โดยการใช้การพัฒนาเศรษฐกิจแบบ ทุนนิยม แต่ก็ไม่ประสบผลสำเร็จเท่าที่ควร ถึงแม้ว่าประโยชน์ของการพัฒนาเศรษฐกิจแบบทุนนิยมจะมีอยู่บ้างก็ตาม ในทาง กลับกันก็ได้ทำให้เกิดความเหลื่อมล้ำระหว่างคนรวยกับคนจนเพิ่มมากขึ้น โดยเฉพาะคนที่ได้รับผลประโยชน์ส่วนใหญ่ จะเป็น กลุ่มนายทุนส่วนใหญ่ ดังนั้นจึงมีการนำเสนอหลักปรัชญาเศรษฐกิจพอเพียงเข้าใช้ในการแก้ไขปัญหาความยากจน ในปี พ.ศ. 2545 เป็นปีแรกของการใช้แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 9 รัฐบาลได้กำหนดให้หลักเศรษฐกิจพอเพียงเป็นวาระ แห่งชาติ เน้นการพึ่งพาตนเองเป็นหลักและสังคมไทยมีคุณค่าที่เป็นทุนทางสังคมของตัวเองอยู่แล้ว จึงมีการพัฒนาที่อยู่บน ฐานของชุมชน ฐานแห่งศักยภาพและความสัมพันธ์ของคนเพื่อทำให้ชุมชนมีความเข้มแข็ง ภายใต้หลักความพอประมาณ ความมีเหตุมีผล และการมีภูมิคุ้มกันที่ดี ซึ่งสามารถนำมาประยุกต์ใช้ได้จริง อันนำไปสู่การแก้ไขปัญหาความยากจนอย่างยั่งยืน ต่อไป

Resolving poverty in Thailand is a national predicament that has been accumulated for a long time
in Thai society continuously it becomes an important quandary of the national development sustainability.
Later, efforts were made to solve poverty using capitalist economic development. Unfortunately, it was not
as successful as it should be. Although there are some advantages of capitalist economic development, a
greater disparity between the prosperous and the underprivileged people still existed, especially those who
earn benefits, most of which are a group of capitalists. Therefore, the sufficiency economy philosophy is
proposed to solve such poverty problems. In 2002, the first year of the 9th National Economic and Social
Development Plan had been initiated. The government has determined the sufficiency economy as a
national agenda with a focus on self-reliance. Thai society has its own social capital. Therefore, it was
developed based from the community, potential and human relations to strengthen the community under
the principle of moderation, reasonableness and good immunity, which can be employed and later lead
to the sustainable poverty problems solution.
