Development of an Academic Administration towards Excellence Model of Educational Opportunity Extension Schools under Office of the Basic Education Commission in the Northeast Region

Abstract


The purposes of this study were: 1) To investigate the elements of academic administration towards excellence of educational opportunity extension schools 2) to develop an academic administration towards excellence model of educational opportunity extension schools and 3) to verify the developed academic administration towards excellence model of educational opportunity extension schools under OBEC in the Northeast region whether it has goodness of fit with the empirical data. The study was conducted into 3 phases: Phase 1: investigating the elements of academic administration towards excellence through the synthesis of documents and research, the interviews with 9 experts and the case study of 3 schools; Phase 2: developing an academic administration towards excellence model of educational opportunity extension schools through making an inquiry from 24 experts using the Delphi technique for 3 times; and Phase 3: verifying and confirming the model with the empirical data through the survey research. The sample was 609 administrators of educational opportunity extension schools in academic year 2014 deriving from multi-stage random sampling. The instrument used to collect data was a 5-rating scale questionnaire. Data analysis was done using a statistical package and LISREL. The findings were as follows: 1. Academic administration towards excellence of educational opportunity extension schools under OBEC in the Northeast region consists of 3 main elements: 1) the scope of academic affairs towards excellence, 2) academic administration towards excellence, and 3) sub-elements of the process in development of academic administration towards excellence. 2. The results of developing an academic administration towards excellence model of educational opportunity extension schools under OBEC in the Northeast region showed that the academic administration towards excellence model of educational opportunity extension schools under OBEC in the Northeast region was composed of 3 main elements and 19 sub-elements comprising: 1) the scope of academic administration towards excellence consisting of 9 sub-elements: namely development of innovation and use of technology media for education, development of school curriculum, development of interior quality system and educational standard, educational supervision, development of learning process, learning measurement, evaluation and transfer of course credits, learning source development and promotion, promotion and support of academic work to personnel, and research for developing educational quality in schools; 2) academic administration towards excellence consisting of 6 sub-elements, namely administrative leadership, professional academic service giving, decentralization for stakeholders to be involved, having an academic administration structure, focusing on student, parents and concerned people, and promotion of instructional research; and 3) the process in development of academic administration towards excellence consisting of 4 sub-elements, namely planning, organizing, controlling and monitoring as well as assessment. and 3. The academic administration towards excellence model of educational opportunity extension schools under OBEC in the Northeast region has goodness of fit with the empirical data at the .01 level of significance.
