รูปแบบการป้องกันและแก้ไขปัญหาความรุนแรงในสังคมของชุมชน และองค์กรปกครองส่วนท้องถิ่นในจังหวัดสระแก้วSocial Violence Prevention and Solution Model of the Communities and Local Government in Sakaeo Province

Abstract

การวิจัยครั้งนี้มีวัตถุประสงค์ (1) เพื่อศึกษาสถานการณ์ความรุนแรงในสังคมของชุมชนและองค์กรปกครองส่วนท้องถิ่นในจังหวัดสระแก้ว และ (2) เพื่อศึกษารูปแบบและกลไกการป้องกันและแก้ไขปัญหาความรุนแรงในสังคมของชุมชนและองค์กรปกครองส่วนท้องถิ่นในจังหวัดสระแก้ว กลุ่มผู้ให้ข้อมูลสำคัญที่ใช้ในการวิจัย ได้แก่ ผู้บริหารองค์กรปกครองส่วนท้องถิ่น ผู้นำชุมชน และอาสาสมัครในชุมชน ที่มีประสบการณ์ในการป้องกันและแก้ไขปัญหาความรุนแรงในสังคมของชุมชนและองค์กรปกครองส่วนท้องถิ่น จำนวน  30 คน โดยใช้วิธีการคัดเลือกแบบเจาะจง (Purposive Sampling)  เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์แบบมีโครงสร้าง (Structured Interview) และประเด็นคำถามในการประชุมระดมความคิดเห็น (Focus Group  Discussion) วิเคราะห์ข้อมูลโดยวิธีการวิเคราะห์เนื้อหา (Content Analysis)ผลการศึกษาพบว่า สถานการณ์ความรุนแรงในสังคมของชุมชนและองค์กรปกครองส่วนท้องถิ่นในจังหวัดสระแก้ว ทั้ง 3 พื้นที่ในปัจจุบันนั้น มีปัญหาความรุนแรงน้อย สำหรับปัญหาที่พบ คือ ปัญหายาเสพติด  ปัญหาเยาวชนตั้งครรภ์ก่อนวัยอันควร ปัญหาสามีมีภรรยาน้อย และปัญหาความขัดแย้งระหว่างญาติพี่น้อง รูปแบบและกลไกลการป้องกันและแก้ไขปัญหาความรุนแรงในสังคมของชุมชนและองค์กรปกครองส่วนท้องถิ่นในจังหวัดสระแก้ว มีองค์ประกอบที่สำคัญ 4 องค์ประกอบ คือ ครอบครัว  ชุมชน  องค์กรปกครองส่วนท้องถิ่นและภาคีเครือข่าย โดยมีกลไกที่สำคัญในการป้องกันและแก้ไขปัญหาความรุนแรง ได้แก่ กระบวนการมีส่วนร่วม  การสร้างความสามัคคีในชุมชน  การสร้างองค์ความรู้และการประสานงาน และบูรณาการทำงานร่วมกัน

The purposes  of  this  research  were  as  follows: (1) to study social violence situations of the communities and local government in Sakaeo  province ;  (2) to study model and mechanism  the social violence prevention and solution of the communities and local government in Sakaeo  province. The research sample consisted of local government organization administrators, community leaders, and community volunteers who experienced to cope with social violence prevention and resolution in the communities and local government, were 30 samples using purposive sampling. The employed research instruments were a structured interview and focus group discussion. Content analysis was used to analysis data. The results revealed that, in 3 areas of the communities and local government in Sakaeo province, a slight problem of social violence situations was found. The discovered problems were drug abuse, premature pregnancy, mistress, and conflict among relatives. Family, community, local government, and partnership network were the elements in social violence prevention and solution model of the communities and local government in Sakaeo province. Problem solving approaches were community participation, harmony establishment, knowledge creation, and coordinated working integration.
